I'll try to share what little I know and expect myself. I am just a simple forum member though,
so this is just a guess based on what I've seen happen for 1.5.
Forgecraft 2, the server where the FTB gang and mod developpers test out the compatibility
of mods the FTB group include in their packs was reset to minecraft 1.6.2 earlier this week.
In the next several weeks, they'll play the game with what mods were currently ready to
include on that server, the most talked about one right now is a new mod by Ichun called
Morph. You can check it out on Direwolf20's youtube channel, look for Forgecraft 2 videos.
As other mods become ready to test, (Xycraft is one example I'm eager to see), they'll add
them to the server and try to isolate and identify every possible imcompatibility/bug
they can in order to solve problems before they release a 1.6.x mod pack to the community.
As I understand it, once a bug is encountered, they take the time to isolate it and recreate it at will
in order to identify the part of the mod code that is responsible and needs to be changed. Then
someone has to insure the mod author is aware of the bug (or multiple mod authors as it can be
a bug that is only present when two or more mods intereact). And then, the mod author needs to
puzzle out the solution and include it in the computer program of the mod. This seems the part of
building a mod pack that can take the most amount of time as they have to coordinate information
and effort between lots of people.
The whole process took a few months going from 1.4 to 1.5., so general timeline 'I' expect at
this point is similar. One thing I can attest to based on the last update, the FTB gang
are JUST as eager as we are to have a working, stable update out as soon as possible
and are working very diligently on getting it out to us.
I for one am very grateful for ALL their hard work.
TLDR - The usual answer : when it's ready.
