Void Map with Void Nether?

I was planning on making an unofficial FTB Map making use of Villagers, but I needed a void map with a void nether. It should have bedrock at y: 64 so that you spawn right. Do any of you know a map like this? Oh, it also needs biome diversity. All it needs are Jungle, Desert, Plains, Forest, Taiga, and Mushroom. Does anyone know where I can find one? Thx.

You should be able to make this in MCEdit. You could also look into emptyWorld mod included in Pax Challenge pack, but there is no information about an author.
