Variable difficulty/monster spawning within a server

Hello FTB community,

I'm looking to host a FTB server for some friends of mine, haven't done this sort of thing before, and have a question about monster spawning on multi-player servers:

I would like the overworld to be friendly to players uninterested in dealing with monsters (see: my wife), but to retain monsters in the nether and the Twilight Forest. There are a fews ways that it seems that this could be done:

1) Variable difficulty level for overworld vs. nether/Twilight Forest. Not sure if this is even possible.

2) Set monster spawning to true in nether/Twilight Forest and false to overworld. Again, a very simple solution that I'm not sure is possible.

3) Remove all monsters from the spawning list of all overworld biomes, but leave the nether/Twilight Forest monster spawn lists untouched. I've been reading around, and it seems that I may not be able to modify vanilla spawn lists, so I'm not sure if this one is possible either.

Anyway, if anyone has done something similar to this themselves, or sees a clear solution to what I am going for, I would really appreciate a nudge in the right direction.
