I noticed that people can chat if they put "!" in front of their sentence , even if they are muted. Here is an example for you to understand the situation.
This happens both in Agrarian Skies(v3.1.1) and Monster(v1.1.2) but not in FTBLite2(v1.1.9) .I also tested it in single player and it works , thus I'm sure that a mod is causing it , not a plugin. Me and my searched for something relevant in each mod config, but had no luck finding something. Do you guys know what mod is causing it? How can I disable it ? I also suggest checking if this works on your server too since it can be a big problem.
