Unloading dimensions

In my server log I see the following: [INFO] [ForgeModLoader] Unloading dimension 1 (or any other except 0, -1)

My question is: when does it unload a dimension, and can it be used to unload all dimensions, to have lower server cpu use when nobody is on it?
