Turtle - No Programs

Client:
I7 1.73
20GB/RAM

I have a local server running the latest version of the DW20 pack. I'm having a problem working with turtles (basic, mining, and melee so far). When I place the turtle and access it, I see that it's running OS 1.5. When I try to use any of the commands, (startup(), turtle.attack(), turtle.forward(), etc) all I get is No Such Program. Is there any place where the base OS programs are stored that I can check to ensure they are loaded correctly?

none of those are programs thay are commands to be used in programs to see the programs use dir and to change folder use cd FOLDERNAME
