I am looking to make a hammer, an excavator, and a pickaxe for use at various times. My question is what is the best head/binding/rod combination for each to give it a fast speed, but also make it where I am not having to make several trips to repair it.

The current tool I have doesn't last very long, and that is with the electric modifier put on it. Would appreciate some input :)

Just to add .. I want something that can mine cobalt, and has great speed/durability :)

Depends on if you have Metallurgy & Extra TiC or not.

Without those: I give picks a many head, paper binding, thaumium rod, and I prefer moss to electric since it has so much durability. Hammer gets many head, plates are 1 paper and 1 thaumium, many rod. Both get enough lapis for fortune 3, then tons of redstone
With Extra TiC: same, but swap many for tartarite

For pure speed cobalt is the fastest baseline metal available, I believe, at least as far as the metals in T-Con itself is concerned, I'm not sure how the Metallurgy materials from ExtraTiC stack up since I haven't found any documentation on them, it can also mine anything shy of mahnamahna, but you won't find any mahnamahna ores anyway, the only time you'll need a pick that breaks it is if you make pour a block from the smeltery and place it down yourself, for durability ardite and mahnamahna are the kings, though keep in mind you can sacrifice some base speed and durability for thaumium parts on your hammer and have two extra modifier slots that could be used for adding more redstone or moss to it, increasing its speed and regeneration rate respectively.

Got those now ... what would be a good combination for these once I get a sufficient amount of materials ?

Platinum head, paper binding, Thaumium rod. Add a diamond (platinum has iron's base mining level), TE/IC2 electric modifier, max fortune (if you're mining with it) and then just stack the redstone.
