Details of the issue I am running windows 8.1 and when I try to launch the game a window pops up that says "This app can't run on your PC".

Report that to Curse.

Press the ? down to the left and then "Get support" and submit a support ticket.

i found it out. in the minecraft launcher in curse, in the bottem left corner press settings, go to minecraft scroll down to launch method and press on jar launcher.

I know it has been a while since the post was active, but this might help anyone else who is encountering the issue in the future. There are a couple of common reasons for why the app might not launch. First, make sure that your user is Admin or at least the app can have admin access, had issues with this in the past. Secondly, if you are running an HDD, heavy disk fragmentation might cause problems running the application. Moreover, malware in rare cases can also prevent you from running applications. Do a scan with Malwarebytes and your antivirus software to ensure that is not the case. And lastly, occasionally compatibility issues in Windows might not allow you to launch it. Try fiddling with compatibility settings. Hopefully, this helps.
