Problem Sudden issue with outside connections.

Hi guys,

I would like some assistance with an issue I have been having with a personal FTB server.

I am running a server using the Yogcraft modpack v1.0.0 (unedited) with Minecraft 1.4.7, on a 64 bit Windows 7 system.
The server is running off a desktop computer, which has 4gb of RAM.

The issue is as follows:
A few weeks back I created the server and did some basic testing on it, then had some friends join from their respective houses, therefore outside connections. This worked perfectly for about 4 sessions, however now it won't let anyone access the server from externally. I have trawled these forums and the internet in order to get this to work, however I haven't had any success. The error I get is "Connection refused:connect"

I can connect to the server using localhost and am running the current version of java (version 7 update 21), I have port forwarded, made sure all inbound and outbound connection rules are correct through Windows Firewall, and also tested it when said firewall was disabled, to no avail. I have redownloaded both the FTB files and java, scanned for viruses on my PC, tried a static IP to connect, gone through any possible erros in the server logs and nothing at all seems to work. I have spent hours trying to fix this problem, and it is really frustrating me, as I don't have the issue running any other servers in other games. Sometimes port checking programs say the port is open; sometimes not. Please help if you can!
