Windows .exe strange server behavior

I run a server on my laptop and play on my pc. the issue that i am having is while my friends are on the server and playing the sever cpu usage registers 3 or 4 pervent. When i log into the server it spikes up to 60 70 percent and stays there untill i log off. anyone understand this?

bump and now i am having a new error with a java.net socket exception connection reset. it happens about 30 seconds after i connect every time.
