stone jacket cable issue

Hi I'm trying to connect a Redstone pipe (the ones used in redpower 2) using a stone jacketed cable. I have it set up exactly as direwolf has it in one of his vids where he's building a frame quarry, but it will not connect no matter what I do. Is this a bug?

assuming it's red alloy stone jacketed wire? and try pulsing the jacketed cable and see if the pipe lights up and that it's just not a visual bug
