I'm Currently using the 1.0.7 Version of the DW20 Pack and am having an issue with the Steam Dynamo's. I have two connected via Leadstone Energy Conduit to a Hardened Energy Cell. Only one of the Steam Dynamos are transferring their power through the conduit at a time. While one is discharging its power the other is recharging its internal buffer until full, then goes into an idle until the other runs out of coal. As I haven't played in quiet awhile i'm unsure whether this is a bug or just a limitation of the conduit that i'm using.

EDIT- Here's a pic of the simple layout. http://imgur.com/GUQ6HR8

That would be a limitation of the conduit you're using. If you hold one of the conduits in your inventory and hold shift while mousing over it, it will say that it has a limit of 80 RF/t. So per connection it can only transfer 80 RF/t. As each dynamo produces 80 RF/t, it's being bottlenecked at the energy cell as it can only input 80 RF/t through the single conduit connection. (That cell can only take 80 RF/t input anyway from memory can't it)

EDIT: In short, upgrade energy cell, add extra conduit connection or upgrade conduit

Wonderful, thanks for the quick response! I'm really liking this shift mouseover thing that's been added, shame i never remember to use it ;)
