Something else is using that port, are you running another server? You can chage the port in server.properties.

Since the IP address is 192.168.x.x this is a server running inside of your home. Which means you probably have a stuck/frozen version of the server still running. Check you task manager and see if java is still running. You might need to kill it first before you can launch the server again. Mind you that I'm guessing a bit here since I don't know what you are actually running (OS, single or multiple servers, etc.).

I have my own server that only myself and a friend play on then I just yesterday joined someone's multiplayer server.

Also, just checked my task manager and the only thing thats running as far as Java is the updater that keeps trying to get me to update to the next version.

Do I need to just change the port for my personal server?

You can change the port in the server.properties file. But I would try something simpler if this was working in the past and nothing has changed. Reboot the PC the server is running on.
