I cannot seem to get the skeletons in the nether to drop skulls. I have a sword with Loot 3 on it, but all i get is the grey bones. Have been to 5 fortresses in the nether and killed over 50 of them, and not one skull. Playing on Direwolf 20, any help would be appreciated! If there is another way to get them i am totally game. lol

What auto-spawning abilities do you have at your disposal?
At the very least you should be able to set up a cursed-earth spawner in the nether letting the skeletons drop onto diamond spikes. You'll get plenty of wither skeletons (and other stuff).
Chances are you can also diamond-dolly a skeleton spawner (or three) into the nether. These should produce almost entirely wither skeletons, increasing the rate you'll get skulls.
Iirc you can even do an MFR autospawner which would be the best solution all around, since you could run it from your base once you've captured a wither skeleton in a safari net. Set the spawner to output that precise mob.

Make a TiCo cleaver. It increases the drop chance by 20% by having a base "Beheading" stat to it.
You could also just create a spawner for the wither skeletons and autospawn them en mass until you get enough.
While less automated, I actually prefer this solution purely for its "fun factor."
Oh there is also the choice of breeding the Withering bee that produces the skulls(well bone chips that crafts into skulls). But it is a bit of a long journey to get to it.
One more thing if i may, I need tainted soil for this right? Sorry have never done this before. I got a shovel with silk touch, but when i dig i only get regular dirt. I am confused!
Tainted Soil? If you are trying to make a Cursed Earth farm you need Cursed Earth from Extra Utilities. You get it by doing the ritual that activates the Division Sigil(although the sigil is not a requirement for the ritual).
Which method are you looking at? The only one that requires any special dirt is "Cursed Earth" from extra utilities (and which does require a silk-touch shovel btw)
I would recommend some strong armour and weapons when you do the ritual. Maybe also spawn some vanilla Iron golems(4x Iron blocks in a T and a Pumpkin on top) to help defend you.

Yeah, just set it up exactly as you would with the enchanting table, redstone circle, pig etc. Then wait until after midnight(easy to see by looking straight up and seeing when the moon is passing zenith. Kill the pig and the ritual happens like with the sigil.
It is a lot easier with the Sigil as it will tell you if something is wrong and when the time is right. But you don't need it.
I had no idea, that's hilarious. My basemates and I spent something like 2 weeks trying to get a sigil once (Before we learned it had been disabled from loot chests) primarily to create a cursed earth spawner.
I usually find a pile of sigils before I even contemplate ever starting mob spawning. Usually use one to do the ritual just to see if things are ready. Never actually use the sigil for anything

Not even a builder's wand? I also love using ethereal glass too though, so my sigils always get used to make a half dozen unstable ingots or so.
It is rare that I doesn't also find a wand while scouting out for suitable building sites/materials.
And must confess that due to the scopes of some of my projects I do actually some times cheat in the creative wand
But I often use both of them at the same time. It is some times not advantageous to place so large amounts of blocks as what the creative wand does.In 1.7.10 you can get the creative want legit, but it takes an insane end ritual. You don't HAVE to do it in the end. It is recommended however because of the flat terrain making it a breeze to kill 100 mobs : p
If you have soul shards reborn, do what I did.
1. Trap 3 wither skellies in a safari net.
2. Set up spawn room, and make sure exact copy is set to yes. This is because both skeletons, and wither skeletons have the same id.
3. Get sword with some form of Soul Stealer. You can get up to level 5, which greatly decreases the time spent getting it.
4. Get your soul shard, and place it in your hot bar.
5. Go to town. Depending on the amount of mob essence you have, this can take a bit. But if you have a good supply. Absolutely make sure the first enemy you strike is a wither skeleton.
Once you have a shard the remainder of this setup is easy and you can use a variety of methods to do it. At tier 5 (1024 souls, which btw soul stealer 5 gets 5-7 per kill iirc). You get 4-6 skeletons every 2 seconds, controllable with a redstone signal.
