Problem Server only generate Vanilla world

inb4 facepalms and such. This may be a known fact for you, but i have tried lots of solution without any progress.

First of, i have fixed router settings and such. To create a server and public join it is not a problem. But my server only generate vanilla world, even though i go step by step in youtube videos.

I still get mods on it, but the world is broken.

Could someone give me a step by step help on this one? From unpacking server zip

Upack the zip
Run ftbinstall.bat/sh if it's there
Run servertart.bat/sh
it should generate eula.txt and crash
change eula to true and restart server

After that you can change any settings you want in server.properties, If the modpack has Biomes O Plenty and you want to use that, stop the server, delete the world and in server.properties change: level-type=BIOMESOP after that start the server.
