Redpower 2's code is technically property of Eloraam and may not be used without her permission. You probably won't get a very friendly reaction from the modding community if you decompile and modify her code.
^---- This. I know you mean well, you are a fan of Redpower 2 and wish to enrich the community. But unfortunately that particular road is not open to you.
You are not allowed to use Eloraam's code for your mod. You are not allowed to interface with Redpower pneumatic tubes. You are not allowed to interface with or provide blutricity power.
That's not just by implication of being closed source or ideals of intellectual property, either. Eloraam has specifically, explicitly requested that it be so. This is why nobody has ever made an item which directly outputs into pneumatic tubes, and you always needed a relay. It's also the reason why nobody has ever added a way to produce or convert between blutricity or MJ or EU or anything - nobody except Azanor in Thaumcraft 2, after asking for and receiving explicit permission to do so.
Now, of course, with me and others being just text on the internet nobody can stop you. But you won't be any better received than trying to publish your own version of Thermal Expansion or Thaumcraft 3 or GregTech, or any other closed source mod.
You may also come under scrutiny of the moderation of the FTB forums, as per the
Closed Source Policy.
What you can do, however, is implement the same design paradigms and ideas that Redpower 2 also used in a mod you created yourself, from scratch. That's basically what Project Red is doing, and some others have already done to a lesser degree as well. Project Red is open source, so they will appreciate your contribution!
