Rod of the Nine Hells? (Thaumcraft 3)

You know how you hate hell bats? Those little bats that spawn in your house in the Nether and kill you every time you go there?
I was looking through the list of items in NEI to look for something to make next because I was out of ideas, and I saw the Rod of Nine Hells next to the Thaumcraft stuff. It apparently builds up charges with a cool GUI and, when you right click, it summons a hell bat. Not much experimenting with this, so I have no idea what it is, but I was wondering if it's been in here for awhile and somebody knows what the point of it is, unless it's under development. Also, it seems to attack NPCs. I tested it in a village so I don't really know if it attacks the player or not.

This sounds like something to test in a friend's house, not your own.

There's no research for it, so it might be an admin tool for you to charge up and then wait for somebody to come near your house, and then use a bunch of deployers with some RotNH's in them and watch the fun.
Or maybe Azanor is just evil and is planning to give cows new mobs this rod in the future

It's in development still, I think. It's a little finicky at times. But when it works it's awesome, just right click on a mob with it and it spawns a firebat that attacks that mob and dies when the mob dies

Does this mean zombies can pick it up and attack you with firebats?
