Need some help with creating dimensions.

Firstly, I have a dimension that is nearly what I am after, BUT, it's a collapsing world. What does this mean? What causes it, and how to prevent it? The world is linked to infinite RF so power is not an issue (I don't think). If it is power, is there a way to make the dimension a creative dimension (i.e. doesn't use power)

Secondly, Is it possible to make a world that consists of an ocean with rare small tiny islands scattered about?

Thirdly, how do I go about changing the day & night sky colours? haven't quite worked that one out.
 
There is the creative dimension builder, which would solve any kind of power problems. The second and third question I'm afraid someone else will have to answer. Also, is it collapsing in the sense that everything starts to stop/freeze? That would indicate power problems.
