What do you mean by restart launcher? Closing it will allow you to open it again. To delete all data then you need to go to the install folder and remove everything, but that will also delete your saves and config options. To delete launcher settings on window you need to go to the "roaming" and delete the ftblauncher folder. On linux you need to go to your home directory and reveal hidden folders and delete the ftblauncher folder.
