RAM usage rises then drops to 9%, That's when it freezes?

Whenever I play on the 1.6.4 packs, my RAM Usage goes up and when it hits about 50% Usage it drops down to 9% which creates lag and it repeats, This makes it so every 10 seconds or so it will hit 50% usage and drop down again then lag, then it keeps on going. Why is this and how do I fix it?

On the images, I couldn't get it exactly when it hit about 10 frames per second then go up, the 204 frames is when it was climbing back to the original frames per second, and the picture on the right is where it about to go down to the 10 frames, so I was decreasing frames at the time but I couldn't exactly get it like I said. My usual frames are about 280-320 frames when the ram usage is in the middle

1) Are you using ATG for your terrain generation?

2) Which modpack are you using? One with Mariculture in it (Monster)?

Make a backup and try disabling Mariculture.
