Quick custom ore gen question with CoFH World

I'm doing some experiments with custom ore generation, but have found that anything with a cluster size smaller than 4 does not generate.
Is this how the clusters work? Is it not possible to generate just a single ore block?

I did an experiment and generated 64 size 1 clusters of emeralds between levels 50-60. It wasn't until the cluster size reached 4 that any emeralds appeared.

Am I being derpy, or is that a limit of the system?

I have no idea, I did however notice something similar with my custom CoFH oregen.

Ah, at least that proves I'm not going crazy (or, we are just both as insane... :p).

Hmm, will have to adjust my plans a bit.

Should do what I did on my former bukkit server and have massive veins of ore but very infrequently spawn. Maybe not great/practical for an overworld though as getting started can take days until you find an iron vein.

Good idea, but the pack I'm tinkering with deals with resource shortages. You need to plan your builds to minimize waste. Early game play will be heavy on survival, getting the basics sorted out (food supply, security, smeltry, raiding villages/easy dungeons), then you continue on until you are able to mine everything, which then opens up all technology options and the now much needed ore processing options.

So iguana tweaks too I imagine? Perhaps gold could be removed from oregen so that you need to trade gold ore berry bushes with villagers or find them in the world? Don't mind me I just like throwing ideas out :)
