Question about server management - Mod deligation/Restrictions

Hello there fellow Minecrafters! I have a question for you regarding a management of a minecraft server I'm starting, which is currently in beta testing.

The server is supposed to be a faction server, where you have two main groups of players, where one consists of wizards which study the arcane, and one who prefers the industrial/steampunk style of gameplay.

The server uses the FTB modpack to launch, but I've deleted everything and completely rebuilt it from ground up, to keep the two groups balanced regarding weapons, armor and utility blocks. What I want to do now, is to give the two groups access to their respective mods. To give an example, I want the wizard faction to have access to ars magica and thaumcraft, but not IC2 or Resonant Induction per say, and wise versa with the Industrial/steampunk faction.

I read somewhere that all mods come with a permission node which can be used with bukkit permissions to restrict certain groups of mods, but having to assign players to permission groups manually would be tedious if the server grows and get a lot of players.

Does anyone have good ideas how to accomplish this in a less frustrating manner?
