Keep in mind that this does absolutely nothing if you supply it in the classic Minecraft Server MOTD (the motd property in server.properties), which actually is just the tagline before you connect; you actually have to have either a bukkit MOTD (not really an option right now...) or use Rei's supplied LoginMessage addon to do that.

That said, if you're in SSP, you hit "M" for options and look under EntitiesRadar Options and there you enable it. If you're on a server that isn't yours, they will have to deal with that MOTD stuff to make it possible. Otherwise it simply won't be an option.
