I made 8 Intricate Circuit Boards (which accepts 4 Tubes), but I don't want the Copper (Choke) Tube. When are the new tubes going to be given attributes/functions?

Those extra tubes are really only for the MultiFarms.
The tin tube (AFAIK) accepts more EU and outputs more MJ.

You can put up to two tin / bronze tubes in, each. Hence there's no need to use a copper tube in order to fill out an intricate board.
