Hi - I want to provide about 30 seconds of RF power to a BC pipe every....I'm not sure, 2 minutes? 3 minutes? I've been trying to do all sorts of stuff with timers and redstone torches and state cells and I can't get anything to work. The pipe doesn't need a redstone pulse, it needs a certain type of power that I can't seem to make work very well. If anybody has any ideas, I would be very grateful.

I'm not sure what you are trying to accomplish. So it might help if you tell us what you are trying to do with the power. Also, helps if we know what pack you are playing so we know what mods you have. But from what you described so far could be done with a timer set for your 2 to 3 minutes that gives out a redstone pulse. That would feed into the set side of an RS latch (also know as a RS NOR gate). That RS latch would feed the capacitor bank or other power supply block set to respond to redstone. It would also feed a delay/repeater set for your 30 seconds and the delay/repeater would feed back into the RS latch on the reset side which would turn the latch back off.

BTW: Bonus points if you can do this in vanilla redstone. I know it can be done I've done something very similar in my current build.

This sounds familiar - you need a Energy Pulser, basically, right? You want to pump out items or something along those lines, maybe liquid; or, you want to power obsidian pipes to increase the range? This was commonly done with engines, that provided MJ, and later RF. But, there was an alternative - Autarchic Gates. Now those could be triggered with redstone signal, and they were the equivalent to a wooden engine; but they didn't allow pipe wire, at least at Tier 1.

So depending on your desired setup, there are absolutely things you could do. How much power do you need to go into the pipe? I ask because depending on the pipe, it can make a difference - the range of the obsidian pipe changes depending on what engine you use.

I have a picture here - I'm trying to power Iridium. I know this is probably a HORRID setup to do it, but it's mine, and I'm proud of it.

Igneous Extruders
Chests
Hoppers
Recyclers
Auto Crafting Benches
Mass Fabricators
Replicator

The problem is, 3 igneous extruders per 4 recyclers doesn't produce enough cobblestone; 4 per 4 produces too much and the chests get full of the excess cobble and spew it everywhere, causing huge lag. I want to power those wooden pipes every...30, to 45 seconds, for around 10-15 seconds of power and just have them pump out a ton of the excess cobble, hopefully causing the chests to have enough cobble for the recyclers but not too much. Thanks much in advance!

You can set the igneous extruders to output on a redstone signal and use BC gates to generate redstone signals when a pipe wire is active, and other BC gates to generate a pipe wire signal if there is enough room in the chest. No need to engines or energy pulsers.

Alternatively,..

You can place the igneous extruders directly next to the chest and have them output directly into the chest, no pipes needed. If the inventory the extruder is outputting to, is full, the extruder will automatically stop working.

In fact...

You can remove the chest and the hoppers from you setup as well, and have the igneous extruders output directly into the recyclers.
