The recipe in NEI shows it is made with a single copper cable. When I do that, nothing is the by-product. Is there a problem with IC2 and NEI showing its recipes?

Which mod pack/version are you running?
I'm in DW20 1.6.4 running 1.0.20 of the modpack.
In my NEI I see that the MV-Transformer requires
A copper cable above and below a basic machine casing. Try that and see if that recipe will make an MV-Transformer

Yeah the NEI entry is borked in Monster, the old IC2 recipe mentioned above (basic machine casing, insulated copper cable north and south) works when you try it though.
