Sorry I'm struggling to understand what you're saying. So when you run the launcher, you go to the Texturepacks tab in the launcher and you get that error message?

Or

When you go into Minecraft (through the FTB Launcher) and click on the texturepacks button you get this error?

Do a manual install of the texture pack. Get it from here.

Edit: The texture packs don't show when I look at it it gives and error about them in the console which is why I assume they are not listed.
