Power Outage while server was running, now broken. How can i fix this?

Hello, I am running the Direwolf 1.7.10 Pack ( i know, pretty old!) and as the title says, there was a power outage which casued my computer to turn off and close the server without correctly stopping it. I think it is a clock error as FML wrote:
[21:46:01] [Server thread/WARN]: Can't keep up! Did the system time change, or is the server overloaded? Running 2296ms behind, skipping 45 tick(s)

but the logs also indicated that there may be a state machine issue.

also, this issue carries over when I try to re-download the server and create a new server with the same world files. this has me very confused, I will attach crash reports and logs, let me know if anything else is needed
