Solved Possible to Connect without exact mods?

Is there a way to make it so I can add mods to a pack, and have it so people connecting didn't need to have that certain mod to play?

What I mean is, let's say I start up a server with the current DW20 pack, now I want to add Xeno's reliquary to the Mod pack, so I go ahead and do that.

Now the Server is running Dw20 + Reliquary. What I would like to do is to connect to that server With only Dw20 pack. Unfortunately I can't unless I have Reliquary in my client as well.

Is there a way to bypass that?

Context:
I'm starting up a CTB server(when the pack is released) and I want to add certain mods to it without having to hinder them to download the mods themselves in order to connect. I just want to get the people playing on the server, and have them download the mod when they need to.

Because of the way minecraft mods work if a mod adds any items of any kind or changes to gameplay or generation etc both the client and the server MUST have it and the same version, because you can't connect to a server with BoP and not have it because 90% of the world won't exist for you, that was just an example. But if the mod just adds command and server tracking like opis it can be just on the server and not the client. That was the simple and general explanation.

So in this case, no you can't add that mod to the server without adding it to everybody's client as well.
