So, the issue I had with modded mobs not spawning was caused by Optifine it turns out. I need Optifine though to be able to run the pack. So, does anyone know a version of Optifine that doesn't stop modded mobs from spawning? Or better yet, does anyone know why and how to fix this?
 
Optifine isn't supported.

If you need support with that, ask the mod creator of optifine.
