Openblocks: Ground to tank

I was wondering if you could move unstored water on the ground and move it into a tank or pipe. I would prefer the solution to be from Openblocks or RotaryCraft, but that is not a requirement.
 
Liquid transfer nodes/pipes from Extra Utils with world interaction upgrade, is probably one of the cheapest options.
