Nuclear Reactors and AE

Playing on FTB Ultimate and want to build a nuclear rector to accompany my ultimate solar panels, and so was going to copy direwolfs single player set up that produces 2000 eu/t . However in his set up he uses golems but i want to use AE to keep the condensators filled with lapis however I am not exactly sure how to do this. I have an idea but it seems unnecessarily long and so if anyone knows a way to constantly recycle the condensators using AE that would be helpful. Also if people have a more powerful reactor set up (efficiency not so important) please link that as well. Lastly is there a block that can emit a red stone signal if it is night/day?

I believe a light sensor gate from Redpower 2 should do the trick nicely for that.

Import bus importing depleted lapis capacitors to the network, export bus exporting them to the fabricator, import bus importing 80% lapis capacitors from the 2nd fabricator and export bus exporting them back to the reactor.
