No mods in TPPI Server

Details of the issue:
I downloaded the server files for tppi from the ftb launcher and when me and my friends joined the game it was just a vanilla world. I am running the world from the minecraft_server.1.6.4.jar file, we can spawn blocks from nei but can't place them. Any help is greatly appreciated.​
