I can't find anything about pipes that return items back through the system if the area it is trying to reach is full and cannot hold it any longer. (Overloading, it just throws the items out on the ground)
And another pipe that only sends 1/2 into the system, and 1/2 into the chests..

Is this only possible through the buildcraft pipe addon? (If it is, why is this mod not added?)

The Redpower Pneumatic tubes send items back if the inventory is full, however it hasn't been updated to 1.4.5 yet but it is close to being completed.

Diamond pipe? You can get it to act as an insertion pipe and loop it back to wherever it came from, just not in the same pipe line.
It is however not recommended that you keep items circling around in a loop while it constantly increasing in number.

distribution pipe( iron pipe with redstone on top of glass in recepie

Yeah, that's the right pipe..
Just went to google, and found out it's from the additional pipes mod though
Is there any chance of this being officially added?

No need. Diamond pipes do the same job as distribution pipes when configured correctly.

The advanced insertion pipe is another way to go. It's extremely easy to add. Personally, I would just wait for RP

RP pipes or Logistics Pipes (which are a small pain to learn, but really awesome once you do). Diamond works too, but as others said, too many items in pipe looping about is not too good.

There's no RP pipes (yet... soon, so very soon) and Logistics Pipes is only available as an unofficial build; Additional Pipes also fills the hole with it's insertion pipe, I suppose.

I currently have a High Pressure steam boiler setup running using logistics pipes to automate almost everything. It's fairly involved but it's been running since start-up with little to no problems (some routing difficulties initially) (going to post details in the power room thread).
