Multiple Island Server in Skyfactory 2.5

I am looking for anyone with knowledge on how I can set up my Skyfactory 2.5 server to for all new players to spawn (without island or tree...) in a "lobby" platform where i would then have them select a button to create their own island...

I tried this with some success- however it only allows the button to work if the player is opped... and everyone spawns in with the dirt block...

Anyone have experience doing this?
