Monster pack- Mob spawner bug?

So we have a server on Monster pack.

And we got into the nether and its more or less ALWAYS completley empty of mobs. Difficulty is set to Normal, so it has to be some kind of config problem...

Also in overworld, it can take several nights before Endermen spawns, and same goes for squids!

Where can I find the config for mob spawning?

Which version of Monster? Also, did you add any mods?

The latest one that is on the launcher/creeperhost

I cant add mods when buying server through creeperhost, so no.

Well, actually you can add mods through FTP, but that's beside the point. Try switching the server to peaceful for a few minutes then back to whatever difficulty it was on before.
