Mods for map makers

I want to know about any mods that would help me with map making in 1.6.4, not only building mods but also terrain altering mods like the 1.8 terrain settings but for 1.6.4 and other stuff that would help. It is for a modpack that I want people to easily build maps for the pack.

Well if it could help, biome of plenty and highlands have some nice terrain gen

I know phoenix craft is using a certain terrain gen too, don't remember what it is
