Problem Mobs not spawning

Hi,

I am having a problem with the server I run where mobs aren't spawning except at spawners (either natural ones or soul shard spawners). The server is using the Mindcrack pack and it is up to date (8.2)

I have checked the settings and it is on Hard/Survival.

Has anyone got any suggestions/heard of this before?

Possibly solved - May have been related to NEI...
