Summary of the problem (Minor) Mining the top of a conductor mast doesn't work

Pack Version 1.2.1

What is the bug? See title. Mining the bottom drops, but mining the top just makes it reappear. seems like lag until you realize

1) Place down a conductor mast
2) Mine any but the bottom block

Known Fix Mine the bottom block
