You will have to ask the MindCrack youtubers.
They choose the mods, all the FTB crew do is compile the mods and provide it as a pack (they also do the updates too but its totally up to Guude and co)
Although if you had to ask, i would suspect a no since they would have to go beyond the bounds of the loaded chunks of the server to find quartz. But maybe they could figure something out if they do want it
