I'm using the Mindcrack Pack. I do not know if this was a result of an update.

For some reason, the matter fabricator's energy bar is filled up almost all the way when I hook it up to 16 ultimate hybrid solar panels, when it is running. This wasn't the case before. It is receiving 8192 eu/t, but in 512 eu/t packets (using fiber glass cable). I did a test where I hooked up 100 ultimate hybrid solar panels, 25 for each side of the matter fabricator, and a redstone powered supercondensator was hooked directly to each side, so that each side was receiving more than 8192 eu/t in total (I know it can only handle 8192 per side) in 8192/t packets. ...It made no difference in speed. I know that speed decreases with more and more eu/t, but there should be a difference between 16 and 100 ultimate hybrid solar panels. ...Again, the internal storage is filled for some reason.

Ahh I get why, here how it used and now works.

Prior to the changes (I think it was early 1.5.2/late 1.4.7 it lasted for)
That you could pump in infinite amount of eu/t in up to 8192 eu per packet so you could have a 100x8192 eu/t going into the matter fabricator and it would be 100 times faster than a single 8192 eu/t if you could feed enough amplifier into it at the same time (you would need to feed it with an export bus set on scrap boxes in STACK mode to ensure it up the speed or similar concentrated amplifier)
After (what it appears to be in your case)
The Matter Fabricator now on will works as before but THIS TIME it will ONLY eat 8192 eu/t NO MATTER how much energy is at the ready (meaning you could have 51,200 eu/t going in which would fills the buffer at that rate then once it filled it will only eat 8192 eu/t to create the UUMs). So in order to speed up overall UUM production you will another Matter Fabricator for every additional 8192 eu/t you need to dedicate for UUM production.
