Manager behavior when backlogged

I've got two managers, one on a chest filled with saplings and wood, another on the top of a fermenter, set up like this:

Fermenter manager:

The behavior I want is to have at least one sapling in the fermenter, if there are more that is fine. I tried to achieve this by putting 2 saplings in the fermenter manager and setting it to the "keep exactly this" mode. If put it to "keep as many as you can" mode, it would not fill the fermenter when it was empty. This worked, however the manager on the chest would send too many saplings at once, I guess because they didn't get there yet and it still registered as having less than two. Those saplings would be pushed back into the chest manager and its front red lights would come on, indicating its jammed. I fixed this jam issue by putting that restriction tube above the manager, I have no idea why this worked though.

What is the correct way to configure my managers in this situation? Why does the bounce back lock up the chest manager when it doesn't have that weird restriction pipe there?

1. The restriction tube on top of the manager will feed items into the inventory of the manager. As in, that space you put items to sort in. To clear a jam in redpower tubes, put a restriction tube connected to a chest somewhere along the line.

2. The correct way to do what you've described would be to set the fermenter manager to "keep as many as you can" mode and set its priority to one higher than the chest manager. But the way you've set it up should work anyway.

3. The only way this setup would jam is if the supply chest is literally full and can't hold any more saplings. But, from the way you've described it, it actually hasn't jammed at all: it's the BACK red lights that indicate a jam; the front red lights just indicate that the condition has been fulfilled.
