Problem Make a direwolf20 hardcore server

I try to made a hardcore server for friends, i change the server.properties line so that the hardcore=true and the dificult is 3

When i join to the server it hasnt have the hearts of the hardcore mode, and of course, dont ban you when you die.

¿what im doing wrong?
