Logging in, but then map won't load on server (SSP works fine)

Details of the issue:
Hey,

I changed the Galactic Science Modpack a bit.
In Singleplayer I can use my own template and everything works fine. The Problem is when I install it on
a server, the server starts and I can Join, but then I'm just in the middle of nowhere. I spawn, have the gui and I'm
on the moon, like it should start, but no block is loading.

Then I tried a clean instance of galactic science, reinstalled the client and server via FTB Launcher, but still
the map doesn't load. Doesn't matter if 1.5.9 or 1.5.8.
What's the problem? Because the server don't crash.​
