Launcher wont save RAM settings in game

Hey there. Im trying to fix my kids minecraft that runs with FTB launcher. We are having a problem with RAM not being what i set it to. So from the launcher options i set the RAM to 4.0 GB and launch the game. When in game i press f3 and look to top right corner where it says "Used memory : 70% (700mb) of 990mb"

Issues this causes are that minecraft just sometimes shuts down without any warnings and we have to reboot FTB from the start. Why wont it use the 4Gb memory i set it to?

ps: im not a native english speaker. Sorry for typos.

Okay. So after using Google i found and added line: -Xmx4096m to the Additional Java Parametres slot in advanced options in the launcher. But it did not do a thing. Am i supposed to add something else there?

I had before and wondered why the slider did not have more than 1gb available. Then i uninstalled that and downloaded 64bit java. Now i have the option to move the slider to 16gb. But it makes no difference where i set it.

Dont know if this has anything to do with it but in minecrafts snooper settings are few lines that say:

Java_version 1.7.0_40
jvm_arg[0] -xms256M
jvm_arg[1] -xmx4096M
jvm_arg[2] -xx:+useconcmarksweepgc
jvm_arg[3] -xx:+cmsincrementalmode
jvm_arg[4] -xx:+aggressiveopts
jvm_arg[5] -xx:+cmsclassunloadingenabled
jvm_arg[6] -xx: permsize=128m
jvm_arg[7] -xx: permsize=128m
jvm_arg[8] -xms1024m
jvm_arg[9] -xmx1024m
jvm_args 10

Those lines 8 and 9 makes me wonder. Do they overwrite the 4096m that i set before? Or are those normal?

Allso. when i go to cmd.exe and type java - version it gives:

Picked up _JAVA_OPTIONS: -xms1024m -xmx1024m
java version "1.7.0_40"
java SE runtime environment (build 1.7.0_40-b43)
java hotspot 64-bit server VM (build 24.0-b56,mixed mode)

So it appears that some java options set it to 1024m but i have no idea where to change these options. I checked the Configure Java options through but there isnt anything like that.

open java from the control panel and click java tab then view as it maybe in there. If so then remove it.
I did that earlier. The runtime parametres slot was empty. Theres nothing there. I allso tried to add -xmx4096m there but it dont make any difference either.
