Issue with boilers after server reset Ultimate pack

Hi I have an issue with my boilers resetting back to 0 heat after a server reset. I think it may have something to do with the server doing a hard reset maybe? If that's the case whats a better plugin to use that wont do a hard reset.

Are you using regular vanilla server or MCPC+/BukkitForge?
Have you added any plugins/mods?
Are you using a server control panel that integrates some plugin for auto-restarts?
Maybe you can just do manual restarts using the stop command and then fire up the server normally through the batch/shell file, or through the server control panel.
