Things are too difficult to obtain in most mods that it turns Anarchy from a ramshackle exiting fun time to a ball-achingly horrible waste of time.
Maybe when someone makes a pack that facilitates an Anarchy playstyle you might see some modded anarchy. It would have to have cheap, OP, quick to set up mods to be worth it though.
Imagine setting up your ore processing factory just set up only to log in next time to see it looted/ blasted away, It would only be fun for the attacker.
Maybe you and your mates should pool together resources and run your own server. Unfortunately for you, Anarchy is not a popular play style in even vanilla where it's tolerable. It's even less popular in Modded Minecraft due to the modded community's compared size and the mentioned time and effort wasted by general anarchistic players wrecking stuff.
