Is there a way to retrieve charged redstone energy cells automatically?

Just wondering because I would like to be able to make a portable quarry using a limited number of blocks and I think that redstone energy cells would be the way to do this. I've already tried the block breaker but it causes the the energy cell to lose its charge. If there was a machine that would apply the action of whatever tool it was holding (crescent hammer) that would be great. Any ideas?

Turtle. I believe there is one you can make that uses a crescent hammer. I know Direwolf20 used it in his videos.
