That can accept items from bc pipes and eject them into RP tubes with a color without needing a redstone signal? Like a relay with color added.
 
I believe a filter in line with a tube can color items that go through it. Don't put any items in the slot and pick a color. Filters don't need a signal if they receive it through the "mouth"

I had to check, but it seems that you have to use both a relay and a filter. I dunno if you need a tube between the relay and the filter, but i have always ended up with that due to design considerations anyhow, but I don't think it's needed. the filter can be set to just color code without blocking anything as well IIRC. just leave the thing empty and set a color. never had a use for that either since a sorting machine mounted inline does the same, except it assigns multiple colors depending on the item that passes trough it. (at the cost of blutricity)

Hold the phone, he said buildcraft pipes. Don't you need a chest or something to go from BC pipes to a redpower machine?
 
Not one machine can do what you are asking. Like what was said earlier you will need a relay and a filter to do what you are asking. A tube has to be in between the relay and filter as the relay will not directly eject out into the filter. Or you can use a chest and a sorting machine set to pull out items automatically.

That was my problem, had to add a tube in between.. I knew there was something simple! Thanks all
 
The regulator may be able to do this, as long as the pipes insert items into the middle 3x3 buffer. Haven't tried it myself.
