Problem Infinity Evolved Skyblock Server /island command issue

Hello,

My name is Justin, My friends call me Aughen. I have been running the Infinity Evolved Server for quite some time and figured that I would give Skyblock 1.2.0 a try. Here is the issue that I am having every time a friend or myself try to Login to the server we are standing on one single block of dirt with 15 apples and 2 books in our inventory. from the settings and the videos online I should be on a small Island with a chest with limited items. I have not changed any of the Config files so far except for a few server.properties settings like level name and server name.

my personal dedicated server setup:

• MSI B150M ECO
• Intel Core i3-6100 3M 3.7 GHz
• G.SKILL Ripjaws X Series 16GB
• Crucial 64gb SSD
• WD 2TB SSHD
• Corsair RM450
• Windows 10 version 1607 64 bit

Any help or direction would be much appreciated

Update, i got it so i spawn into the server but i land on a cobble platform with 3 signs that tell me the /island create <name> command, any time i try this it says unknown command I tried /island create test

looking in the /help the command is not there at all

Having the same issue, I started on the stone platform first, and the /island command is UNKNOWN COMMAND, and not in help list, even after OPing myself. I can't find any other related issues via google. some help would be appreciated.
